The Monado was created by Zanza using Meyneth's Monado (the Monado II) as a basis, not forged with Meyneth's life force as a component. Its ability to cut through fate is tied to Zanza's power, not Meyneth's design. The Monado's Time Stop ability is distinct from visions; Alvis describes visions as 'the power to see the future' and the ability to change the future separately, not as literal time stop. The Monado was originally used by Zanza to control the Bionis and later wielded by Shulk to defeat Zanza, but it was not forged specifically to kill Zanza.
